摘　　要：西部欠发达地区推进绿色发展主要是基于其经济发展相对落后、生态环境较为脆弱的实际。坚持实施绿色发展战略,是实现西部欠发达地区科学发展、促进社会和谐的必由之路。西部欠发达地区绿色发展应按照绿色发展的价值理念,推进经济社会发展与绿色发展双向互动融合,加快转变发展方式和政府职能,推行绿色生产方式和消费方式,推动体制机制和路径创新,通过构建组织协调机制、综合决策机制、评估预警机制、考核奖惩机制、交流合作机制以及公众参与机制等,努力将生态资源和生态资产转化为现实生产力,助推西部欠发达地区精准扶贫和实现科学发展。Promotion of green development in western underdeveloped areas is based on the reality of relatively backward economic development and fragile ecological environment in the area. It is the only way that western underdeveloped areas must follow the strategy of green development to achieve scientific development and harmonious society. To carry out green development strategy in western underdevelopment areas is to promote the two-way interaction integration between economic social development and green development according to the concept of green development,to accelerate the transformation of development pattern and government functions,to promote green production mode and consumption pattern and propel the innovation of system,mechanism and path. Moreover,in order to achieve target poverty alleviation and scientific development in Western underdevelopment areas,we should establish organizational coordination mechanism,comprehensive decision-making mechanism,evaluation and forewarning mechanism,reward and punishment assessment mechanism,exchange and cooperation mechanism,public participation mechanism and transfer ecological resources and ecological assets into productivity.
