摘　　要：随着新智能、互联网技术的不断发展与应用,与跨境数据流动相关的服务贸易规则成为国际服务贸易领域的新议题,国际服务贸易规则呈现出高标准、自由化的新趋势。发达经济体期望通过对服务贸易规则的重构,来巩固其在全球服务贸易领域的主导地位。我国应采取措施,在提升服务贸易整体竞争力的同时提升服务贸易自由化水平,积极参与并引领国际服务贸易规则的制定。With the continual development and application of new intelligence and internet technology,service trade rules relating to transborder data flow become the new issue in the field of international service trade.The international service trade rules have shown a new trend of high standard and liberalization. US-led developed economies expect the reconstruction of the service trade rules to consolidate their dominant positions in the field of global service trade. Therefore,China should take measures to upgrade the liberalization level of service trade and actively participate in and lead the international service trade rule-making while enhancing the overall competitiveness.
