学术评价导向下高校综合性科技期刊发展之困与破解——以《陕西师范大学学报(自然科学版)》为例

摘　　要：【目的】梳理高校综合性科技期刊发展面临的现实困境,剖析深层次的原因并提出建议。【方法】根据《陕西师范大学学报(自然科学版)》的办刊实际与统计数据,梳理高校综合性科技期刊发展中出现的问题;从评价体制、办刊原则、主办方诉求等多种角度分析原因并提出宏观与微观两个维度的破解之道。【结果】稿源受限、栏目设置与主办院校学科发展不匹配、期刊与校内学者关系发生改变、作者学术素养不高,以及办刊经费不足等,是高校综合性科技期刊面临的新难题,这不仅与高校期刊与生俱来的内向性办刊原则有关,更是当下学术评价体制及主办院校追求赶超发展目标所导致的结果。【结论】高校综合性科技期刊应制定合理的期刊发展目标,不以学术评价为唯一追求目标;采取改变组稿方式、取得感情认同、提供增值服务、争取政策支持等多种途径,促进期刊发展。[ Purposes ] This paper aims to analyze the problems of the development of comprehensive science and technology journals of universities, figure out reasons and propose suggestions. [ Methods] Based on the practice and statistical data of Journal of Shaanxi Normal University （ Natural Science Edition）, problems of the development of comprehensive science and technology journals of universities were summarized; reasons were analyzed from aspects of evaluation system, journal principle and the interest of sponsor; solutions were proposed from the macroscopic and microscopic dimensions. [ Findings ] The comprehensive science and technology journals of universities are facing many developing problems, such as limited manuscripts, unmatched subject development with sponsors, changed relations with scholars, low level academic literacy of authors, and insufficient funds. All these problems are not only related to the inward oriented principle of science and technology journals of universities, but also the results of incorrect academic evaluation and aimless development. [ Conclusions] Comprehensive science and technology journals of universities should set up reasonable development goals rather than be evaluated by academic performance exclusively, take measures to enhance manuscript collation and affection commitment, offer value-added service, and strive for policy support.
