协商共治：我国大学院系有效治理的可行模式

摘　　要：院系是履行大学核心职能的具体实施单位,是我国大学治理体系和治理能力现代化建设的关键环节。在对我国大学院系治理现状进行述评的基础上,归纳提出了院系治理中存在的问题。通过对欧美大学院系治理模式的考察和比较,着重探讨了美国大学共同治理模式的特征及发展趋势。综合参考欧美院系治理经验,结合我国大学院系治理实际,提出了大学院系"协商共治"模式构想。在我国现有政策法规框架下,凝练提出了"党政共管、分工合作、教授治学、民主协商"的院系治理原则,重构多元利益主体共同参与下的院系治理结构与模式运行方式,初步构建了适于我国大学院系有效治理的"协商共治"模式。College is a concrete implementation unit to fulfill the core function of university, and it＇s also a key part to promote modernization of China＇s university governance system and capacity. On the basis of review on China＇s university governance status quo, the problems are summarized about restriction and exercise of power in college. By comparing college governance practice between Europe and America, this paper emphatically discusses the characteristics and developing trend of American university shared governance. Synthesizing reference experience of college governance between Europe and American, combining the reality of China＇s college governance, the idea of ＂deliberative-shared governance＂ is put forward. Under the current framework of Chinese law and policy, this paper condenses the principle of China＇s college governance as ＂the Party committees and administration joint management, leaders of the Party and executive gotong-royong, professor governs academy and democratic consultation＂. By reshaping college governance structure with multiple interests participating, this paper perfects and improves the college power restriction and supervision system as the way to construct a feasible college governance model in China, which is the model of ＂deliberative-shared governance＂.
