摘　　要：目的了解上海市民营医疗机构临床诊疗及管理的现状及存在问题,为相关部门提供政策建议。方法对上海市性病治疗质量控制中心2011-2015年的督查结果进行回顾性分析。结果上海市具有性传播疾病诊疗资质的民营医疗机构数量有减少趋势;在性病临床诊疗方面,所有的民营医疗机构都曾被发现过不规范的性病诊疗行为,其中约2/3无专职皮肤性病科临床医生;在性病实验室方面,约1/4的民营医疗机构缺乏相应的仪器设备,约2/3将性病实验室检测项目外送至第三方检测机构进行检测,但几乎都未建立标本采集、暂存、转运的操作规程。结论民营医疗机构在性病门诊设施建设、人才队伍建设、管理体制建设、性病实验室建设与管理等方面存在问题,应根据其自身临床发展规划开展性病门诊诊疗业务,相关部门也应加强管理,形成合力。Objective To understand the situation and existing problems of the STD clinic affiliated to private medical institutions, and to provide policy recommendations for the relevant departments. Methods Retrospective analysis was performed on the results of STD clinic inspection during 2011-2015. Results The number of private medical institutions with qualified STD diagnosis and treatment decreased in Shanghai. It was found that STD clinical diagnosis and treatment in the private medical institutions were not satisfactory. About 2/3 of them lacked fulltime dermatology doctors; about 1/4 had no basic instrument and equipment in their STD laboratory; about 2/3 of STD laboratory test items had to be sent to the third party testing agencies, almost without standard operation protocol established for specimen collection, storage and transportation. Conclusion There are some problems of the STD clinic in private medical institutions including facility construction, STD professionals, management system, and STD laboratory management. Private medical institutions should develop the strategic plan to provide STD clinical services hy strengthening the management capacity and getting government support in the regards.
