摘　　要：随着一些河流功能的变化以及水能资源开发理念的转变,中小河流水能资源开发利用面临许多新情况、新挑战。重庆市在本轮规划中,严格贯彻党中央、国务院有关要求,全面谋划、系统管理、严格控制,在提高规划成果质量和提高水资源综合开发利用方面做出了一些有益探索。Along with changes of functions in some rivers and conversion of development concept of water power resources, utilization and development of water power resources in middle and small rivers are facing many new situations and new challenges. In this round of planning, Chongqing is strictly implementing the requirements by the Party Central Committee and the State Council. With comprehensive planning, systematic management and strict control, it has been trying some beneficial attempts in terms of boosting quality of planning results and comprehensive development use of water resources.
