摘　　要：目的:分析2002—2012年我国县级疾控中心政府投入的变化特征。方法:采用分层整群抽样方法选取我国东中西区域的157个县级疾控样本,描述性分析政府投入现状。结果:10年间,政府投入的年均增长率为19.47%,人员经费的年均增长率为15.42%;公用和经常性业务经费的年均增长率为18.17%;财政拨款占机构支出比例由2002年的53.66%上升到2012年的65.10%,服务收入比重相应下降;政府投入可以基本满足支出需求的机构,从2002年的28.38%增加到2012年的50.04%;在区域分布上,东部各项投入的绝对值和增长率均居于首位,中部排在最后。结论:从历年变化角度来看,我国县级疾控政府投入存在投入总量不足、地区差异大和人员经费投入相对缓慢等问题。Objective： Analysis on the changes of the government financial input to Centers for Disease Prevention and Control （CDCs） at county-level in China. Method： Carrying on descriptive study on financial input of 257 county-level CDCs from stratified cluster sampling. Results： In 2002-2012, the annual growth rate of government financial input, personal expenditure and general op- erating expense were 19.47%, 15.42% and 18.17% respectively. The proportion of financial input in total spending of C DCs increased from 53.66% to 65.10% in 2002-2012, meanwhile, the proportion of income from paid service decreased relatively. The proportion of institutions that government financial input could basically meet CDCs＇ needs increased from 28.38% to 50.04%. As for the regional distribution, the east area growth rates in different indicators ranked first, and the middle area ranked last. Conclusions： From the per- spective of changes of the government financial input to CDCs at county-level in 2002-2012, there were some problems such as in- sufficient amount of financial input, uneven regional financial input and relatively slow growth of personal expenditure.
