摘　　要：在大数据的浪潮中,政府要使大数据战略真正落地,最大化地释放大数据的价值,必须认清政府在数据管理、开放和共享方面存在的障碍。已有较多学者从安全、法律、技术角度进行过讨论,文中尝试从数据理念、数据割据、人才供给三个方面进行分析,为数据的顺畅流动和应用扫清道路,构建起完善的政府数据管理与开放政策保障体系,为政府加快开放共享数据的步伐,推动大数据价值的快速实现提供参考。In the tide openness, and sharing of the big data, it is necessary to be aware of the obstacles in the data management, for the government if the government really wants to make full use of the big data strate- gy. Many scholars have analyzed this issue from the perspective of safety, law and technology. This article will carry out the analysis from three aspects of the concept of data, data regimen and the talents supply. The pur- pose is to clear the way for the smooth flow of data and applications. Meanwhile it wants to build the perfect government data management and open policy security system in order to provide references for speeding up the pace of government to open the sharing data and promote the rapid implementation of big data value.
