摘　　要：由于空间范围界定存在价值偏差、用途管理缺少精细化指引及缺乏可操作的要素控制体系等问题,城市非建设用地往往陷入"控不住、用不好"的尴尬境地。文章以广州市从化新城规划为例,从"科学地定、精明地用和有效地控"三个维度,提出城市非建设用地"控用结合"的规划方法,为协调城市建设与城市非建设用地的保护提供了一种规划编制层面的解决路径。Non-construction land management is in a dilemma of control and utilization due to its inherent weakness in value difference, detailed and feasible control system etc. With Conghua new town planning as a study case, the paper proposes an integrated definition-control-utilization approach and provides a solution for the protection of non-construction land.
