摘　　要："十三五"医改目标为"打造健康中国",为此,亟需提升基层临床医疗人员的医疗服务质量和慢性病管理能力。地方医学院校承担了全国大部分本专科基层医疗人员的培养重任,应紧紧抓住历史赋予的机遇,坚持面向基层、服务基层的办学定位,对基层医疗卫生人才培养开展科学、系统的研究,确立基层医疗卫生人才培养规格和知识体系,将高校教育资源有机地整合到基层医疗卫生人才培养中,加快新形势下基层医学人才培养进程,提高基层医疗卫生人员的执业水平,造就一支"下得去、留得住、信得过、用得上、干得好"的高素质医学人才队伍。The 13th Five-Year Plan reform goal is to ＂creating healthy China＂. For this purpose, we should improve the medical service quality of the basic-level and chronic disease management ability. Local medical colleges should seize the historical opportunity, insist on facing, service positioning of running school, at the basic-level to basic medical and health personnel training to carry out the scien tific and systematic research, establish the basic medical and health personnel training specification and knowledge system, the education resources in colleges and universities organically integrated into the basic medical and health personnel training, to speed up the primary-level medical talent training under the new situation, improve the level of practice of grassroots health workers.
