摘　　要：[目的/意义]旨在解决我国公共信息资源管理存在的问题。[方法/过程]探讨公共信息资源的类型、特征,结合国内公共信息资源管理存在的问题,比较研究欧美国家的主要管理措施,提出对策。[结果/结论]提出建立符合我国国情的公共信息资源管理的管理体制必须完善法律法规、加大投入、培养信息人才、鼓励市场竞争;根据公共信息服务的主体类别的不同,可以建立政府主导、企业主导、政企联合模式的信息服务平台。[Purpose/significance]The paper is to solve existing problems in China＇s public information resources management. [Method/process ]The paper discusses types and characteristics of public information resources, analyses existing problems in China＇s public information resources management, compares and studies main management measures in Europe and the United States, and then proposes countermeasures. [Result/conclusion]The paper proposes that to construct management system of public information resources management in accordance with China＇s national conditions must perfect laws and regulations, increase input, cultivate information talents, encourage market competition; and information service platforms with government-leading, enterprise-leading, government and enterprise joint modes could be built basing on different types of public information service subjects.
