公众参与式国土监察标报系统设计与实现

摘　　要：国土监察是国土资源管理的一个重要组成部分,开展公众参与式国土监察标报系统研究不仅可以为提高国土监察工作效率提供新的监察思路,而且能在一定程度上解决国土监察中存在的监管滞后、人手不足等问题。文章提出了疑似图斑发布一公众标报一多源审核的3级国土监察标报模式,分析了公众参与形式下的国土监察模式的需求,围绕公众与专业人员的不同业务逻辑,设计了国土监察标报系统的总体框架和国土监察模式数据库,采用动态地图服务、多媒体网络标报及信誉度评价等理论技术,设计了国土监察标报系统的疑似图斑发布、公众标报、多源审核等主要功能模块;以C#和JavaScript为开发语言,利用Openlayer等开源框架,实现了手机移动端和电脑端联动的国土监察标报系统。Land supervision is an important part of land management.The research on the system of public participation in land monitoring can provide a new way of improving the efficiency of land supervision.To a certain extent,it can solve the problems existing in the supervision of land and the lack of manpower.This paper puts forward the three level model of public land supervision which is＆quot;suspected spot-public signs-multi source audit＆quot;.Firstly,the paper analyzes the demand of public participation in formal land supervision mode.According to different business logic of the public and the professional,the paper designs the overall framework and standard database,and then uses the dynamic map service,multimedia network marking-reporting and reputation evaluation technology to realize the main function of the system.Finally,Based on C#and JavaScript,this paper realizes the land supervision mobile phone and computer terminal linkage standard system with Openlayer and other open source framework.
