美国区域性碳市场:发展、运行与启示

摘　　要：美国地域辽阔,在经济发展中同样面临气候问题,历届政府不断调整气候政策,但受到政策立法程序、国会权力构成等因素所限难以有较大作为。州和地方政府在气候治理的碳减排上弹性较大,可自主实施碳减排。尽管美国没有全国层面的碳市场,区域层面的芝加哥气候交易所、美国区域温室气体减排行动、西部气候倡议等碳市场在发展中取得了一定成效,为美国其他地方树立了典范,带动了其他各州与城市的碳减排活动。地区、州层面碳减排表率在前,加上联邦层面碳减排的种种好处,激励和约束着联邦政府采取统一的减排行动。碳市场发展中,对企业、投资者来说,可以增强其社会责任感,改善企业的社会形象,推动技术进步,占领市场优势地位,更因为能够满足其利润最大化的利益诉求,从而激励各实体共同推动碳市场的进步。America with vast land also faces the climate problems. Successive governments keep on adjusting climate policies and could not do much, while influenced by factors such as policy legislative procedure, congress power structure. State governments and local governments have more elasticity in carbon emission reduction of climate control and could enact carbon reduction. Although America has not a national carbon market, but regional carbon markets such as CCX, RGGI, WC have achieved a lot, which have set up models for other regions to follow. With good result of regional and state carbon emission reduction and good prospects of federal carbon emission reduction, federal government is encouraged to take actions. In carbon market development, enterprises and investors could be more accountable to the society, have better social image, promote technological progress, take up advantageous status in market and carbon market could satisfy the interest demand for maximum profit, which motivate all entities push the progress of carbon market.
