培育和践行“民主”核心价值观的民主伦理视角

摘　　要：我国在新时期追求法治民主的目标,由此形成认识、思考和观察民主问题,以及建构民主重大问题的民主法治视角。在基本实现法治民主目标的"新常态"下,我国应及时转向民主伦理视角,确立"民主德治"的国家方略,探索民主德治化的建构路径。通过追求德治民主,推动我国法治民主实现转型升级,以此应对西方民主输出的挑战,助力我国民主走向世界。China is pursuing the goal of democratic rule by law in the new period, thus forming and con- structing the perspective of democratic rule by law, which includes recognizing, thinking and observing the democratic issues as well as constructing democracy. Under the ＂new normal＂ in which the goal of democracy ruling by law is basically realized, China should turn to the perspective of democratic ethics. At present, it is necessary to turn to the perspective of democratic ethics, to establish the national strategy of democracy ruling by virtue and to explore the constructing routes of democracy ruling by virtue. It is also essential to promote the transformation and upgrading of the democracy ruling by law in China by pursuing the democracy ruling by vir- tue, for the purpose of meeting the challenges of democracy from western countries and helping our democracy popular in the world.
