摘 要:县级是我国体育工作开展的重要行政层级。近年来,我国大力提倡在县级层面开展机构改革,体育主管部门多在这一过程中与其他部门合并,自身地位因此遭遇危机,而对此问题的研究却较为少见。为深入了解相关问题,笔者运用文献资料法和田野调查法,深入长县及其所在省份,以参与观察和访谈为基本手段开展田野调查,并将结果与其他地区进行比对分析。调研发现,县级体育主管部门在与其他社会主体互动时处于弱势地位。经分析后得出结论:缺乏法律法规支持、体育工作边缘化、转型期工作机制应变滞后、交界面困境、资源不足以及不良行政现象的存在,是县级体育主管部门弱势地位的重要成因。县体育主管部门应获得更多法律法规支持,提高工作人员素质,更要在县级平台尝试打造"大群体"工作格局,加强政府主导、促进部门协同、鼓励社会力量参与,才能根本上提升自身的地位。County level is an important administration level in the development of China's Sports work. In recent years, China has strongly advocated institutional reform at the county level, sports department is merged with other departments and its status is in crisis, but it is paid little attention. In order to further understand the status of sports department, the authors analyzed it in Chang county and the province, and compared it with other areas', by the methods of literature review and filed investigation ( observation and interview). The results showed that the county sports department is in a weak position when interacting with other social subjects. Conclusions: Lack of legal support, marginalization of sports work, mechanism lag in transition period, interface dilemma, insufficient resources and bad administrative behaviors are the important reasons of county sports department's weak position. County sports department should be given more laws support, improve the quality of staff, build a large group work pattern in the county platform, strengthen government leading, promote sectoral collaboration, and encourage so- cial forces to participate in, which can improve the status of sports department at county level.
