摘　　要：4月以来,股指下跌,诸多个股跌至2015年股灾以来的新低。6月2日晚间,证监会宣布IPO企业家数降至4家,合计募集资金15亿元,这是今年以来最低点。前一周,证监会核发的IPO数量是7家企业。此前数月,IPO的节奏是每周10家。在市场对IPO提速导致＂股灾4.0＂的舆论压力下,IPO放缓。此外,从严控并购重组、高送转到限制减持,证监会主席刘士余上任一年多来推行的多项新政遭受全面质疑。Liu Shiyu, chairman of the China Securities Regulatory Commission(CSRC), has carried out new regulatory policies including a rigorous control of mergers and acquisitions, stock splits and reducing holdings since his taking office. However, stock indexes have experienced a decline since April in 2017, and a number of the indexes have even hit a record low since the stock market crash in 2015. On June 2, 2017, CSRC greenlit only 4 IPOs, after cutting down approved cases from 10 to 7 in the previous week. Liu Shiyu and his regulation are therefore under growing public criticism.
