摘 要:党内干部选举解决的是党内干部手中的权力来源与合法性问题,直接体现党内民主的实质。党员选举话语权的保障程度决定党内干部选举的合法性程度。目前在党内干部选举过程中存在着党员选举话语权"虚置"的现象。为进一步保障党员选举话语权,就要把保障党员选举话语权作为进一步完善包括提名制度、差额制度、非对抗性竞争制度等在内的党内干部选举制度的着力点,如此才能从根本上促进党内干部选举由以组织(领导人)选举话语权为主导的形式性选举向以党员选举话语权为主导的实质性选举的转变。The party cadre election is to solve the issues about sources and legitimacy of Party cadres’ power, which directly embodies the essence of inner-party democracy. The degree of guarantee of Party members7 discourse power in election determines the extent of legitimacy of inner Party cadre e-lection. At present, there exists a certain " empty setting" phenomenon of Party members7 discourse right in election in the process of the election of Party cadres. In order to further guarantee Party members7 discourse right in election, it is necessary to focus on protection of Party members7 dis-course right in election by further improving inner Party cadre election system such as nomination sys-tem, balance system, non-confrontational competition system so as to fundamentally promote inner Party cadre election from formal election dominated by the organization (leader) discourse right in election to substantive election with Party members7 discourse right in election as the dominant form.
