摘　　要：开放发展理念是马克思主义政治经济学中国化的重大理论创新,是中国对外开放成功经验的历史总结,是对当代全球化运动规律的深刻把握。当代全球化发展正在朝着全球治理体系变革的方向演进,如何把我国经济实力顺利转化为国际制度性权力,成为参与全球治理体系变革过程中的重大战略问题。必须以开放发展理念为指导,在国际经济社会中构建广泛的利益共同体,坚持正确义利观,继续奉行互利共赢的开放战略。必须践行开放发展理念,统筹国内国际两个大局,解决好内外联动问题,建设更高层次的开放型经济,开创对外开放新局面。As a major theoretical innovation made by Marxist political economy with Chinese characteristics,the philosophy of open development is not only a historical summary of the successful experience of China's open-up policy,but also a profound understanding of the modern movement of globalization.Globalization is now moving in the direction of the system reform of global governance.A major strategic issue is how to turn China's economic strength into international institutional power.The idea of open development must be taken as a guiding principle in the construction of bigger communities of interest internationally.We must continue to pursue mutual benefit and win-win strategy of opening-up.
