摘　　要：分析PPP项目收益系统要素及其作用关系,以垃圾焚烧发电项目为例构建考虑交易成本的项目收益系统模型;利用系统动力学模拟仿真关键参数对项目收益系统的作用效果;探讨不同情境下PPP项目关键参数的决策策略,为PPP项目实施提供参考。The paper analyzes the revenue system elements and their relationship of PPP projects, constructs the revenue system model considering transaction cost economics based on waste-to-energy incineration projects. Then, adopts system dynamics to simulate some critical parameters of revenue model and its effects on the revenue system. Finally, discuss the decision strategies of critical parameters in view of different circumstances, which provide some recommendations for PPP projects in practice.
