摘　　要："十三五"时期,实现农村贫困人口整体脱贫仍然是我党重大而紧迫的任务。为提高脱贫攻坚成效,打赢这场脱贫攻坚硬仗,洛南县石坡镇党委和政府,面对自然条件差、贫困人口数量大、贫困人口"自我造血"能力不足、致贫原因多样等诸多问题,提出扶贫更需扶智、加强贫困地区基础设施建设、实施金融扶贫、特色产业扶贫新模式,以期对贫困地区的脱贫攻坚工作有所裨益。During the ＂ 13th Five - Year＂ period, It is still a major and urgent task for us to realize the overall poverty alleviation of the rural poor. In order to improve the effectiveness of poverty alleviation of poverty allevia-tion ,to win this tough battle, In the face of many problems such as poor natural conditions, poor population, Poor people ＂ self - hematopoietic＂ lack of capacity, the diverse causes of poverty . Po Zhen Shi Luonan County Party committee and government proposed that poverty alleviation more need to help wisdom, strengthen infrastructure construction in poor areas, implement new model of financial industry characteristics of poverty alleviation and char-acteristic industry poverty alleviation to benefit the poor areas of poverty alleviation work.
