基于SWOT分析法的“省管县”体制运作分析

摘　　要："省管县"体制是我国当前政府层级制度改革的一种发展趋势,能够克服"市管县"体制暴露出的诸多弊端。但当前在该体制下我国省、市、县三者之间的关系仍未处理得当,行政监管难度加大、中心城市发展受限、事权与财权的摩擦加剧、"诸侯经济"现象出现等问题仍然层出不穷。文章基于SWOT法,在对"省管县"体制的优劣及其面临的机会与威胁进行分析的基础上,从不同战略的组合选择、政区架构的优化方向、功能权力的重新界定以及现有问题的缓解处理等角度提出我国"省管县"体制运作可能的优化举措。Province governing county system is a development trend of the government hierarchy reform to China, which can o- vercome many disadvantages that city governing country system exposed. But in this system, the relations among provinces, city and county have still not been handled properly now, meanwhile result in many problems, such as administrative supervision being more different,central city ’ s development being constrained,the contradictory between the fiscal power and administrative authority in- tensifying and the phenomenon of “vassal economy”. The paper, by the SWOT analysis,based on the analysis of province governing county system ＊ s advantages, disadvantages, opportunities and threats, through the eyes of the combination of different strategic choice, the optimization direction of administrative region structure, the redefinition of function and power, and the process of exist-ing problems, puts forward possible optimization measures about province governing county system.
