北京市节能低碳和循环经济标准体系研究

摘　　要：为指导北京市各行业节能低碳和循环经济领域的标准制定,支撑相关工作的精细化管理,采用"自上而下"与"自下而上"相结合的思路,分析了北京市节能低碳和循环经济领域的地方标准现状及特点,在国家和北京市相关政策和标准化工作基础上,研制了包含能源节约、碳排放管控、循环经济、综合、环境保护五个子体系的北京市节能低碳和循环经济标准体系框架,提出了推动团体标准和区域标准制定、完善标准化组织形式、加强标准宣贯方面的标准化工作建议。To guide Beijing standard development of every sector in energy conservation low carbon and circular economy area, and support fine management of related work, this article adopts the ＂top-down＂ and ＂bottom-up＂ ways, analyzes development status and characteristic of Beijing local standards in energy conservation low carbon and circular economy area. Develop Beijing standard system framework in energy conservation low carbon and circular economy area, which contains five subsystems of energy conservation, carbon emission control, circular economy, comprehensiveness and environment protection, on the basis of national and Beijing local related work. Offer suggestions for developing group standard and original standard, perfecting the organizational forms of standardization, strengthening publicity and follow of standards.
