Based on the 2014 national floating population dynamic monitoring data, this paper applies the two-tier stochastic frontier model to analyze whether the floating population gains a fair labor income. The study shows that the floating population in China has gained a fair labor income in general. But as the wages increasing, the floating population' bargaining power in the labor market is relatively decreasing, high-income earners get wages lower than fair wages, low-income earners get wages higher than fair wages. The heterogeneity of labor market will affect the floating population' labor income. Therefore, we need to create a favorable environment for the floating population to gain a fair labor income and enhance their bargaining power in the labor market. Moreover, the government should put forward corresponding policies according to the heterogeneity of the floating population labor market, so as to promote the fairness of labor market, and increase the floating population' labor income.
