摘　　要：在文献检索的基础上挑选出影响信任较为常见的14个因素,通过主成分分析提取出8个公因子并将信任划分为受信方的特征、双方交往特征和客观环境特征三大类别,构建基于模糊认知图(FCM)的PPP项目组织间信任影响因素作用机理模型,结合模糊语义和COG法计算出各个概念节点间的关系权重。研究发现,各个影响因素之间存在一定的相关性,机会主义行为直接威胁到政府与私人部门之间的信任,其他因素均对信任产生不同程度的正相关影响。This paper selects 14 frequent factors that affect trust on the basis of literature retrieval, and extracts 8 common factors by principal component analysis. In this study, trust is divided into 3 categories characterized by trusted party, bilateral exchanges and the objective environment. The mechanism model, which is on influencing factors of inter organizational trust in PPP project, is established based on fuzzy cognitive map （ FCM ） . The weights of each concept nodes are calculated by the combination of fuzzy semantics and COG method. This paper finds that there is a certain correlation between different influencing factors, and opportunism behavior will directly threat the trust between government and the private sector. Other factors are positively related to trust on different levels.
