我国建立用水总量统计制度刍议

摘　　要：用水总量统计是落实最严格水资源管理制度考核的要求和依据,目前我国的用水总量统计尚缺乏制度保障,亟待建立用水总量统计制度。对目前我国用水总量统计符合国家统计调查项目的条件,建立符合统计法要求的用水总量统计制度的基本框架和主要内容进行了阐述,建议将用水总量统计作为国家统计调查项目或部门统计调查项目报国家统计局审批,将用水总量统计调查按照统计调查制度组织实施。S tatistics of total water use is the requirement and the basis of evaluating effectiveness of implementing stringent water resources management system in China. Currently, due to the lacking of effective institutional system, China needs a statistical mechanism of total water use. It is approved that the current statistics of total water use can satisfy the requirement of national statistical survey project. The main contents of statistical mechanism of total water use that comply with requirements of statistical law are presented. The paper also discusses the necessity of listing the total water use as a part of national statistical survey project or approving item of National Bureau of Statistics of China, as well as the importance of organizing and implementing survey of total water use in accordance with statistical mechanism.
