摘　　要：针对城市公共安全的视频监控,提出了一种小型机动式系留气球系统方案。给出系统的组成、工作原理及主要性能参数,并阐述该系统空中视频监控的特点。该系统采用小型机动式系留气球搭载摄像机和4G应急通信设备升空,可进行视频成像、地面移动目标捕获和跟踪,并具备应急通信功能,可成为应对突发事件的重要技术手段。It is a small mobile tethered balloon system for public safety which could be used for video surveillance in urban public safety.The composition,working principle and performance parameters of the system were given,and the characteristics of the video surveillance from the sky were described.Camera and 4G communication equipment are earned off to the sky to communicating,carrying out video imaging,capturing and tracking the ground moving target.It will be an important technology for the police to deal with emergencies.
