摘　　要："三线建设"时期的重工业能源城市六盘水市过去社会经济发展长期依赖化石能源,城市长期处于区域产业链的末端,社会经济发展水平也长期处于靠后水平。在全国掀起全面建设小康社会,实现新型城镇化、建设美丽乡村和城乡一体化发展的背景下,六盘水开始反思,通过探索充分利用本土优势资源,大力发展大数据、大旅游、大健康和大体育产业,注重人文关怀,建设国际标准旅游度假城市,转变城市发展模式,后发直追实现弯道超车。未来六盘水将以人文城市情境作为城市的建设目标和标准,高度注重城市精神文化的缔造、传承、发展和创新,塑造独特而先进的城市文化品牌,不断增强城市的核心竞争力。the ＂energy city of Liupanshui heavy industry during the period of three line construction of the past social and economic development of long-term dependence on fossil energy, long-term city at the end of regional industrial chain, the development level of social economy is in on the level. In the nationwide comprehensive construction of a well-off society and realize the new urbanization, the construction of the beautiful countryside and the integration of urban and rural development under the background of Liupanshui began to reflect, by exploring the full use of local resources, develop big data, tourism, health and sports industry, focusing on humane care, the construction of the international standard of city tourism, city transformation the mode of development, after catching up to turn overtaking. The future of Liupanshui city will be humanistic situation as the construction goal and the standard of the city, the city attaches great importance to the spiritual and cultural heritage, to create, develop and innovate, create unique and advanced city culture brand, enhance the core competitiveness of the city.
