地方政府执行力提升路径探析

摘　　要：地方政府执行力是国家大政方针得以贯彻实施的关键因素,是政府实现决策目标的主要载体和重要保证。因此,加强地方政府执行力建设具有重要意义。而近年来地方政府执行力呈现出弱化的趋势,严重降低了公共政策的总体效应,在很大程度上损害了政府的公信力,只有不断提升地方政府执行力才能不断提高政府的公信力,才能使国家的大政方针切实得到贯彻执行,才能真正惠及百姓。本文将着重从地方政府自身、政策、体制机制三个方面入手分析地方政府执行力的弱化问题,进而为提升地方政府执行力提出相应的对策。Local government executive power is a key factor for the implementation of national policies. It is the main carrier and important guarantee for the government to achieve the goal of the decision. Therefore, the strengthe-ning of local government implementation of capacity building is important. In recent years local government execu-tive power shows weakening trend, which seriously reduces the overall effect of public policies, largely undermined the governments credibility. Only by rising local government executive force, can the credibility of go v e m e m n t be impeoved constantly, national major policies be effectively implemented so as to achieve the aim of benefitingpeople. Starting from local govemement itself, policy and institutional mechanisms, this paper analyzes the problem of the weakening of local govenment executive force in expectation ot put forward corresponding countermeasures for the improvement of local govememnt executive force.
