财政支农支出对农民收入影响效果的评估——以福建省九地市数据为例的实证分析

摘　　要：简述研究缘由,回顾相关研究文献。采用多解释变量的面板数据模型,以2000—2014年福建省九地市数据为样本进行实证分析。实证结果发现:财政支农支出、涉农中央一号文件、第二和第三产业产值对农民收入有显著正向影响。据此提出转变政府职能、完善转移支付制度、增加财政农林水投入、重视财政绩效评价等建议。This article introduces the reasons of the research and reviews the relevant literature. This article provides the empirical analysis based on data of nine cities in Fujian Province in 2000—2014, and uses the panel data model with multiple explanatory variables from city level. The results show that some key factors have positive impact on farmers' income. These key factors include financial expenditure, the Central Document No.1 in relation to agriculture and output value of the first and second industry.According to these results, the article puts forward some suggestions, mainly about the transformation of government functions; improving the system of transfer payments; increasing the investment in agriculture,forestry and fishery; paying attention to financial performance evaluation.
