摘　　要：[目的 /意义]英国社区图书馆有悠久历史和丰富历程并正在经历历史性的变革,研究英国社区图书馆的服务和运行机制可为我国社区图书馆的建设和运营提供参考。[方法 /过程]通过参与英国谢菲尔德Upperthorpe图书馆志愿者活动,结合文献调研和访谈,分析该馆的服务和运行机制。[结果 /结论]该馆经过企业托管后已经转型升级为社区科技教育、休闲娱乐和信息交流的中心,在社会生活中扮演了极为重要的角色,实现了地方政府、社区居民和图书馆三方共赢。其服务内容紧密围绕社区居民的需求,运行管理中体现了共享、共赢以及参与方相互制衡的理念和模式,对我国社区图书馆的建设和运营具有重要的启示意义。[ Purpose/significance] The community libraries in England have a long and rich history and are under- going historic changes. The research on the operation and management references for the construction and operation of the community libraries mechanism of the community libraries can provide in China. [ Method/process ] By participating in the volunteer activities of Sheffield Upperthorpe library, combining the literature research and interviews, this paper ana- lyzed the services and operation mechanism of this library. [ Result/conclusion ] It was found that the local authority, residents and library were satisfied after the library was operated to be a center for S＆T education, entertainment and information by a local company named ZEST. Actually, it has tumed exchange, and is playing a more and more important role in community lives. Their services are ready to satisfy resident＇ s needs, the idea and mode of sharing, win-win and mutual checks and balances in the operation are of great significance to the construction and operation of the community libraries in our country.
