论取消大型公立医院事业单位编制制度的必要性及可行性

摘　　要：公立医院事业单位编制制度作为一种特殊历史时期的产物,是计划经济旧体制人事管理制度的代表,严重影响了我国现阶段市场经济制度下卫生事业的发展,阻碍了我国医疗卫生体制改革的执行与推进。取消公立医院事业单位编制制度符合我国现阶段公立医院改革的需要,有利于促进我国公立医院职工人员薪酬分配的合理化、科学化与公平化,有利于我国医疗卫生服务行业从业人员与人力资源的合理再配置,有利于促进我国医疗卫生服务事业的发展、保障人民的健康、增进社会公平与和谐。实施包括新医改在内的相关医改方案、县级公立医院改革的执行与基本实现、城市公立医院改革的不断推进与深化、全国部分公立医院综合配套改革城市的试点等改革措施使得取消公立医院事业单位编制制度具备了较强的可行性。本文从公立医院事业单位编制制度的形成与发展历程入手,分析了当前取消公立医院事业单位编制制度的必要性及可行性,旨在促进公立医院编制制度改革。As a product in special historical period of China, the personnel system of government-run hospitals represents the old planned economy system, which has seriously affected the development of health care in the present stage of market econ- omy in China, and hindered the implementation and deepening of China＇s medical and health system reform. Canceling the current personnel systems of government-run hospitals will meet the needs of government-run hospitals＂ reform in the present stage, which is very helpful both for promoting the rationalization, scientification and justification of salary distribution among the govermnent-run hospitals employees, and ultimately promoting the development of China＇s medical and health services, protecting the public＇s health and improving the social equity and harmony in China. The related measures of the government medical reform and program including the new medical reform, the implementation of the government-run hos- pitals reform both in big cities and county, and the personnel systems reform pilot cities have made the cancel of the current personnel systems of government-run hospitals more feasible. Starting with the formation and development process of this personnel system of government-run hospitals in China, this paper analyzes the necessity and feasibility for canceling the current personnel system of government-run hospitals.
