摘 要:新一轮的公立医院改革再次启动,社会资本与公立医院改革融合成为一种可能的现实选择。在政策效应不断显现的大背景下,北京市门头沟区医院、昆明市一院、浙江省公立医院等在引进社会资本参与改制方面做出了积极探索,并获得了地方政府认可。然而社会资本参与公立医院的改制重组也面临医院本身不愿意转制、合作后医院盈利模式不清晰、社会公共福利可能遭到损害等一系列现实问题。如何把握社会资本参与公立医院改革的"度",既能保持公立医院的公益性,又能兼顾社会资本的本性,同时还能有效评估和控制国有资产流失的风险是解决两者合作的关键问题和难点所在。因此,国家尽早出台相应具体政策是解决问题的根本。When a new round of public hospital reform started again, the integration of social capital and public hospital reform is a possible practical choice. Against the background that the policy effect is getting apparent, Beijing Mentougou District Hospital, Kunming First People’s Hospital and Zhejiang Provincial Public Hospitals have made an active attempt to introduce social capital into system reform, which has been acknowledged by the local government. However, the participation of social capital in public hospital reform has a series of practical problems as well. For instance, some hospitals are unwilling to change their former system; the profit mode of cooperative hospitals is not clear; and the social public welfare may be hurt. Therefore, how to make clear the degree of participation of social capital in public hospital reform is a crucial and difficult point of their cooperation. We should take into account both the public welfare that public hospitals should provide and the nature of social capital, and meanwhile, we can effectively evaluate and control the risk of loss of state-owned assets. In brief, the government should enact and execute the corresponding policies as soon as possible to solve the problems.
