摘　　要：油气田地面工程设计是项目安全、质量、工期管理的基础,是项目投资控制的关键,同时也是项目安全平稳运行的保障。塔里木油田作为建设"新疆大庆"的主力军,通过整合设计管理力量,创新设计管理,引进设计咨询,建立专家库等形成了集约型一体化设计管理机构,为实施设计管理提供了组织保证。针对各油气田的特点和难点开展专题研究,开发了具有塔里木油田特色的油气田开发技术,并将之固化,开展标准化、橇装化设计,加快了工程设计进度,提高了设计质量,从源头提高了产能建设水平。Oil-gas field surface engineering design is the basis of the project safety, quality and project period management, and the key for project investment controlling, as well as the safeguard for safe and stable operation of the protection project. Tarim Oilfield is the main force of the construction of ＂Daqing in Xinjiang＂, and through integrating the power of design management, innovating design management, introducing design consulting teams and establishing expert database, an intensive and integrated design management agency is formed, providing the organization guarantee for the implementation of design management. According to the characteristics and difficulties of oil and gas fields, the special researh is carried out,and the characteristical technologies of the Tarim Oilfield is developed. After standardization of the technolgies, standardizing and skid-mounted design is carried out, which speeds up the progress of the engineering design, improves the quality of the design, and improve the productivity level from the source.
