新型城镇化背景下我国空间规划体系改革的思考

摘　　要：文章在新型城镇化战略部署下,分析我国空间规划的特征和存在的问题,进而提出应坚持协调政府与市场关系、体制层面和技术层面并重、自下而上不断完善、重视法律基础四项原则,并通过划定城市开发边界、明确各类规划职责、建立统一的地理信息平台、完善协调机制四项策略促进空间规划体系改革,发挥其在推进新型城镇化方面的作用。Under the new strategy of urbanization, this paper first analyzes the characteristics and the existing problems ot spatial planning in our country, puts forward that we should stick to coordinate the relationship between govemment and market, system level and technical level, and constantly improve from bottom to top, attaches great importance to the legal basis for the four principles, and through the border city development and the responsibilities of the various planning, establish a unified geographic information platform, improve the coordination mechanism of four strategies to promote reform of spatial planning system, play its role in promoting the new urbanization.
