种业创新资源向企业流动的模式与机制研究——以北京顺鑫农科种业科技有限公司为例

摘　　要：推动育种人才、技术、资源依法向企业流动是深化种业体制改革、提高创新能力的重点要求。文章依据马斯洛需求层次理论,以育种创新资源合理流动和有效转移为研究对象,综述了育种创新资源向企业流动的研究状况和主要问题,从价值评估、心理地位、激励机制、创新保障等方面剖析了影响流动的深层次障碍,并以顺鑫农科种业为例解析了以科企合作为主的种业创新资源流动模式,试图为种业企业开展商业化育种提供模式借鉴和机制参考。Promoting the breeding talents, technology, resources flow to the enterprises in accordance with the law is key requirement to deepen the reform of the seed industry and improve the ability of innovation. According to Maslow＇s Hierarchy of Needs Theory, and taking the reasonable flow and effective transfer of breeding innovation resources as the research object, status and problems of breeding innovation resources flow to the enterprises were summarized in the paper. Deep-seated obstacles influenced the flow were analyzed from the value assessment, psychological status, incentive mechanism and innovation safeguard. Taking Beijing Shunxin Agricultural Seed Industry Technology Co., Ltd. as an example, the seed industry innovation resource flow pattern based on cooperation between scientific research institutes and enterprises was analyzed, so as to provide references of mode and mechanism for seed enterprises to carry out commercial breeding.
