摘　　要：对于公共事务的管理问题,在当今社会市场失灵和政府失灵的双重影响下,第三部门的发展进入了一个新阶段,在解决社会公共事务中占据着重要的位置。基金会是第三部门组织中的重要部分,在发展基金会的进程中,要充分结合时代发展的进程,将之推到一个战略高度。论文以西部地区的宁夏地区基金会发展为出发点,以其中某一基金会为例,基于战略管理的视域下充分研究宁夏地区基金会的战略规划以及战略发展。For the management of public affairs, under the double influence of market failure and government failure at present, the development of the third sector has entered a new stage, and occupies an important position in the settlement of social public affairs. Foundation is an important part of the third sector organization. In the process of developing the foundation, the foundation should be fully integrated with the process of the development of the times and push it to a strategic height. The paper takes the development of Ningxia foundation in western China as the starting point, and takes one of the foundations as an example, based on the perspective of strategic management, the paper studies the strategic planning and strategic development of Ningxia foundation.
