摘　　要：论文通过对加强和改进铁路基层离退休党支部建设的必要性、目前铁路企业离退休党支部建设存在的实际问题、进一步加强铁路基层离退休党支部建设工作的思考三方面进行论述,对铁路企业基层离退休党支部建设提出了理性思考。By discussing the following three aspects： the necessity of strengthening and improving the construction of railway retired grass-roots party branch, the actual problems existing in the construction of the retired party branches of railway enterprises at present, further strengthening the grass-roots party branch construction work, this paper puts forward rational thinking on the construction of grass-roots party branches inrailway enterprises.
