摘　　要：在社会经济结构调整升级的背景下,我国的高等教育也面临着大变革,并推动着地方高校的转型发展,其能否成功的关键在于教师人力资本开发与管理的有效性。基于此,结合新形势下地方高校人力资本的现实困境,论述优化地方高校转型中教师人力资本开发的路径。In the process of social and economic structure adjustment and upgrade, Chinese higher education is also faced with great changes, which pushes the transformation and development of local colleges and universities. The key to their success lies in the development effectiveness of teachers＇ human capital. According to the realistic plight of teachers＇ human capital in local universities and colleges in the new situation, this paper discusses the optimization paths of developing teachers＇ human capital of the local colleges and universities in the transitional period.
