国外少数族裔信息贫困成因及对策研究述评

摘　　要：对国外少数族裔信息贫困成因及对策研究进行总结和归纳,发现其信息贫困主要由跨语言和跨文化障碍、信息需求的极端性和差异性、自身发展乏力、公共政策缺失等因素导致;通过公共政策干预、公共信息机构服务、跨语言系统或服务、信息媒介和文化产品传播、公益服务传播信息和信息技术等对策能够有效改善其信息贫困。在此基础上,今后可开展由国家主体、社会力量、信息机构、少数族裔共同参与和交互作用的多维信息减贫对策研究。The paper has a systematic review of the research of causes and countermeasures of the foreign ethnic minorities＇ information poverty, finds that their information poverty results from cross-language and cross-cultural barriers, the extremity and difference of information demand, weak self-development capability, lack of public policy, etc. And through public policy intervention, public information institution services, cross-language system service, information media and cultural product dissemination, information spreading by social service and information technology, the information poverty can be effectively improved. On this basis, the future research should focus on the multi-dimensional information poverty reduction countermeasures which are proposed jointly by the nation, the social forces, information institutions and ethnic minorities.
