摘　　要：文化是一个政党、一个国家的精神旗帜,是一个民族的血脉和灵魂,是国家发展和民族振兴的强大力量。文化自信,是更基础、更广泛、更深厚的自信,是更基本、更深沉、更持久的力量。中原文化源远流长、博大精深,是中华文化的源头和代表,在历史上产生了不可估量的作用。在加快推进河南经济社会发展过程中,河南提出打造全国重要的文化高地,意义十分重大。然而打造文化高地是一个系统工程,需要精心谋划、科学布局,需要明确建设的指导思想、基本原则、工作目标、主要目的,需要制定切实可行的推进措施等,只有在深入研究、准确把握的前提下,采取有力措施,才能把这一精品工程、民心工程落到实处。Culture is the spiritual flag of a party and a country, the spirit and soul of a nation, and the power of national development and national rejuvenation. Cultural confidence means more fundamental, broader and deeper confidence, and more fundamental, deeper and more lasting power. Central Plain Culture is long-standing, extensive and profound. It is the the source and representative of Chinese culture and has played an invaluable role in history. In the process of accelerating economic and social development in Henan, the significant concept of building cultural heights has been put forward, which requires strategic planning and systematic development, clear guiding ideology, fundamental principle, work objectives, primary goals, and feasible measures. Only with in-depth research and powerful measures, can this quality project in the public interest be implemented.
