脆弱性分析在儿童医院应急管理中的应用

摘　　要：目的对儿童医院进行灾害脆弱性分析,从而提高医院的应急管理能力。方法基于Kaiser模型,从自然事件、人员、技术、疾病4类55种灾害来源,调查儿童医院面临的各类潜在危害,通过危害风险的分析和排序,明确医院应急管理的重点,有针对性地强化应急管理的措施,从而健全应急管理体系。结果自然事件中风险值排前三的是极度酷热、传染病流行/爆发、地震;人员事件中排前三的是医疗纠纷、人员/劳动力短缺、患者(走失);技术事件中排前三的是信息系统故障、供热/通风/空调系统故障、电气故障;疾病事件中排前三的是感染性腹泻、手足口病、麻疹。全部事件按照风险值由高至低排序,前十位分别为医疗纠纷、感染性腹泻、手足口病、麻疹、结核、流行性腮腺炎、信息系统故障、流感、供热/通风/空调系统故障、极度酷热。结论脆弱性分析是儿童医院风险识别的重要依据,虽然有一定的局限性,但仍然是医院应急管理的一种重要工具。Objective To make the disaster vulnerability analysis of children＇s hospital and then improve the emer- gency managerial ability. Methods Based on the Kaiser model, we have researched on various potential hazard faced by children＇s hospital from 55 kinds of disaster sources, which are classified as natural events, personnel, technology and disea- ses. From analyzing the hazard risk and ranking, we can make the emphasis of the emergency management clear and strength- en the emergency management measurements pertinently, and then perfect the emergency management system. Results The top three risk value of natural events are extreme hot, epidemic and outbreak of infectious diseases, earthquake; The top three of personnel events are medical disputes, personnel or labor shortage and patients （lost）. The top three of technology e- vents are the faults in information system, the faults in heating, ventilation, and air - condition system, and the faults in elec- tric ; The top three of disease events are infectious diarrhea, foot and mouth disease, measles. We have selected all the events above from high to low according to the risk value, and the top ten are medical disputes, infectious diarrhea, foot and mouth disease, measles, tuberculosis, mumps, the faults in information system, flu, the faults in heating, ventilation, and air - condition system, extreme hot. Conclusion The disaster vulnerability analysis is the significant basis for the children＇s hos- pital to identify the risks. Although there are some limitations, it is still an important way for the hospitals to take emergency management.
