基于层次分析等方法对招标采购模式的改进

摘　　要：招标采购的目的在于通过公平、公正、公开的方式选择出性价比较高的材料以及较为优秀的供应商,但现行招标采购模式存在诸多不合理因素。分析了招标文件权重不合理、评标过于主观、标准难以统一等采购模式中的弊端,通过层次分析法等方法把复杂的评标系统分解成若干个组成因素,并按支配关系形成层次结构,对评标细则进行量化,利用综合评价指标遴选出优质供应商,并通过实例验证了该方式改进的正确性。The purpose of the bidding open and fair way of selecting the higher cost of materials and suppliers are relatively good, but the current bidding mode has many unreasonable factors.This paper analyzes the disadvantages of procurement mode that the bidding documents weights unreasonable, evaluation is too subjective, the standard is difficult to unite.Through the method of hierarchy analysis, the evaluation method of complex systems is decomposed into several components, and the hierarchical structure is formed according to the dominance relation.The evaluation rules are quantified, the comprehensive evaluation index is used to select qualified suppliers and correctness of the improved method is verified by an example.
