命运共同体建设视域下陆地边疆治理现代化研究

摘　　要：中华民族命运共同体和中国与周边国家命运共同体建设的效果,从国内、国际两个层面影响中国大国成长。陆地边疆连接国际国内两个大局的政治地理空间特性,使其成为两个层面命运共同体建设的交汇空间。从命运共同体建设角度审视陆地边疆治理现代化,可以为中国陆地边疆治理提供新的视角和思路。当前,陆地边疆治理理念、治理战略和治理体系尚不适应两个层面命运共同体建设的要求。推进治理视野和思维的全球化、积极谋划陆地边疆治理大战略、强化中国民族共同体建设、实现治理体系与技术手段的现代化,是推进陆地边疆治理现代化、发挥其在两个层面命运共同体建设中的战略支撑作用的基本路径。Building a community of shared destiny of Chinese nation and a community of shared desti- ny among China and its neighboring countries may effect China＇s rise at both domestic and international tiers. The geographical and spatial characteristics of land frontier which links the domestic situation to the international environment have made it the intersection space for building the above two communities of shared destiny. It is a new approach for Chinese land frontier governance to study the modernization of land frontier governance from the perspective of building the community of shared destiny. At present, the con- cept, strategy and system of land frontier governance cannot meet the requirements of building either com- munity of shared destiny. Boosting the globalization of governance vision, developing the grand strategy of land frontier governance, strengthening the community of shared destiny of Chinese nation, and realizing the modernization of governance system and skills, are basic paths to promote the modernization of land frontier governance and to help it play a role of strategic support in building both communities of shared destiny mentioned above.
