摘 要:"碎片化治理"是我国目前城市社会治理实践中的现实问题,其生成机理主要体现在结构、职能、责任、制度与组织五个层面。权力结构层级过多,行政链条亟待压缩;部门职能设置分散,协同治理难以实现;片面强调属地责任,主管责任淡化;社区工作准入制度不完善,任务随意委派问题突出;自组织发育不成熟,社会自治能力欠缺。因此,消解"碎片化治理"的困境也须从上述五个维度进行系统性优化,并遵循依法管治、有序自治与协同共治的复合治理逻辑,压缩权力结构链条、促进职能部门协同、明晰主管与属地责任、完善社区工作准入制度、激活社会自治功能。Fragmented governance is a realistic problem in urban social governance in China now. Its formationmechanism is mainly embodied in five dimensions: structure, functions, responsibilities, system and organiza-tion, namely the excessive levels of power structure, chain compression of administrative departments ; a decen-tralized department functions setup, and collaborative governance difficult to achieve; the one - sided emphasison territorial responsibility, administrative responsibility desalination; an incomplete community access system,and prominent assigned random problems ; immature self - organization development and a lack of the ability ofsocial autonomy. Therefore, the fragmentation governance dilemma must also be resolved by improving systemsfrom the five dimensions, and following the logic of compound governance law - based administration, orderlyautonomic governance and collaborative governance, cutting back on the power structure chain, promoting coor-dination of functional departments, clearing supervision and territorial responsibility and improving the commu-nity access system, and activating social autonomous function.
