健康中国视域下社会保障卡支持体育健身消费困境与创新研究

摘　　要：促进体育健身消费,推动健康产业可持续发展,是建设"健康中国"的重要内涵。社会保障卡支持体育健身消费是一项"多赢"政策。文章探讨了社会保障卡支持体育健身消费的法理依据和实践价值,认为社会保障卡支持体育健身消费,对于盘活社会保障卡中闲置资金、有效降低居民医疗保险开支、促进体育产业与健康服务业发展具有重要意义。分析了社会保障卡支持体育消费的法律约束与现实困境,由于《中华人民共和国社会保险法》的制约,导致政府相关部门缺乏主动参与、使用社会保障卡进行体育健身消费限制多、体育场馆覆盖率低等问题。建议:把社会保障卡支持体育健身消费纳入《社会保险法》;建立完善社会保障卡支持体育健身消费相关配套制度;加强对合作体育场馆运营和服务的监管。Promoting sports consumption and the sustainable development of the health industry is an important connotation of building 'Healthy China'. Using the social security card to support sports consumption is a 'win-win'policy. This paper discusses the legal basis and practical value of the social security card being used in sports consumption,arguing that is of great significance for the development of the sports industry and the healthcare industry. It analyzes the legal restrictions and predicaments that are encountered in the process. For example,restrictions from the Social Insurance Law of People's Republic of China have led to a lack of motivation on the part of relevant government departments to actively participate,various barriers to using the card,and a low coverage of sports venues. Finally,the paper offers the following suggestions:incorporating the use of the social security card in sports consumption into the 'Social Insurance Law';establishing and improving relevant systems;and strengthening cooperation in the operation and supervision of sports venues.
