构建知识产权大保护工作格局的若干思考

摘　　要：在加快建设知识产权强国的大背景下,构建知识产权大保护工作格局,有必要把握四大原则、确保三大重点、构建四级体系。进一步培育知识产权保护意识,营造尊重知识产权的社会氛围;建立健全知识产权多元化纠纷解决机制,发挥调解、仲裁等纠纷解决途径的功能和行政执法保护短平快的优势,充分吸纳和化解大部分知识产权纠纷,确保司法作为最后一道防线主导作用的发挥;同时,深化知识产权保护的区域协作和国际合作,从而实现知识产权保护统一、协调、顺畅、高效。Against backdrop of speeding up the construction of Intellectual Property Power Country, it is necessary to grasp the four principles, ensure the three points and build a four-level system in order to establish a grand IP protection of working framework. Moreover, we need to cultivate the awareness of IP protection so as to create a social atmosphere of respecting IP; to set up and perfect the IP diversified dispute settlement mechanism so as to bring into full play the function of mediation and arbitration as well as the fast and low-cost administrative law enforcement , etc. Fully absorb and dissolve most of IP disputes and to ensure justice system as the leading role of the last resort of protection for IP. At the same time, we also need to deepen regional and international cooperation for the protection of IP to the effect that the protection of IP will achieve the goal of unity, coordination,smoothness and efficiency.
