摘　　要：主要研究IEC 61850标准第六部分,简要介绍了变电站配置描述语言(SCL)、各配置文件之间的关系及配置过程。在此基础上,重点开发实现了系统规范工具和系统配置工具的软件实现过程。其中系统规范工具主要涉及单个电力设备的绘制、一次接线图的绘制以及由接线图自动生成SSD文件的方法;系统配置工具则主要描述了从ICD文件和SSD文件导出SCD文件的过程。This paper mainly studied the sixth part of IEC 61850 standard. It briefly introduced SCL （Substation Configuration Description Language） , the relation between configuration files and the configuration process. On this basis, it mainly developed the software implementation process of system specification tool and system configuration tool. Thereinto, the system specification tool concerns the drawing of single electric power device, primary connection diagram and the method how to form SSD file automatically from connection diagram. And the system configuration tool describes the derived process of SCD file from ICD file and SSD file.
