摘　　要：海洋新能源是可再生能源,蕴藏量巨大,开发利用海洋新能源对缓解我国能源危机、海洋污染具有重要作用。我国海洋新能源产业存在技术研发滞后、不稳定、产业链不成熟等问题,为优化海洋新能源产业,创新资源配置,基于企业、科研院所、高校三者组成的创新主体,由创新主体的外部环境和内部环境共同组成的支撑系统两方面构建海洋新能源产业技术创新系统。通过对海洋新能源产业技术创新系统运行机制的研究,提出以打造创业技术信息平台、提高创新能力、利益分配和国际交流四个维度提高创新主体的运行效率;从创新政策、政治法律、宏观环境、财政支持与中介服务等五方面改善产业发展支撑环境的相关政策保障。Marine renewable energy was a renewable energy, because of its huge reserves, its development and utilization had an important impactto China＇s energy crisis,marine pollution and other issues. But marine new energy industry technology R＆D were lagging, volatile and the industrychain was not mature. To optimize the allocation of innovation resources in marine new energy industry, this paper analyzed the technology innovationof marine new energy industry based on the intension. The construction of technological innovation system of marine new energy consisted of the sub-ject of tech - innovation that included industry enterprises, research institutes, colleges and support subsystem that included the internal and externalenvironment, through the study on technology innovation system of marine new energy industry operating mechanism. Through the study on the operat-ing mechanism of the technological innovation system of marine new energy industry, this paper put forward to build enterprise information platform,improve the technology innovation ability, profit distribution and international exchanges in four dimensions to improve innovation efficiency, providerelevant policies to protect and improve the environment to support the industrial development from the innovation policy, politics and law, macroeeo-nomic environment, financial support and intermediary services.
