摘　　要：监理投标是一门科学,从投标准备、实施投标、中标谈判、监理实施等是一个完整的系统工程。因此,各投标监理单位必须按照自身实力,结合项目实际情况和市场行情,加强对竞争对手的了解,采取更为有效地投标策略,编制出更加准确和合理的以投标报价为主要影响因素的投标文件,既是工程项目监理投标的关键,更是达到中标目的的保证,认真分析投标影响因素并有效运用投标策略和技巧是十分重要且有意义的。The supervision of bidding is a science and a complete system engineering covering bid preparation, bidding, bid negotiation and supervision implementation. Therefore supervision units should base on their own strength, the practical situation of project and market, strengthen the understanding of competitors, take more ef- fective bidding strategy and then compile more accurate and reasonable bidding document with bidding quotation as the main influencing factors. This is not only the key of supervision project bidding but also the guarantee of win the bidding. It is very important and meaningful to analyze factors affecting bidding and use bidding strategy and skills.
