摘　　要：城乡规划和土地利用总体规划合一编制管理日益迫切,作为规划实施管理的落脚点,乡镇层面的乡镇规划和乡镇土地利用总体规划(简称"两规")衔接统一显得尤为重要。本文通过梳理乡镇层面"两规"的内涵,分析"两规"的矛盾因素,提出"两规"矛盾存在的根源:一是规划编制指导思想不同,二是规划编制部门脱节,三是规划协调缺乏有效技术手段。基于对"两规"协同的必要性认识和现实意义,提出了协同编制的实现途径。Urban-rural planning and land use planning a staffing management increasingly urgent, as part of the planning, implementation and management of the foothold, township level planning of village and town and township general land use planning （hereinafter referred to as the ＂two rules＂） of uniform convergence is particularly important. The through combing the township level ＂two regulations＂ connotation. Analysis ＂two rules＂, the contradictory factors, root of contradictions between ＂two plan＂ put forward： first, the planning guiding ideology is different, the second is planning departments disjointed, three coordinated planning is the lack of effective technical means. Based on the necessity and practical significance of the ＂two rules＂ coordination, the realization ways of the cooperative system are put forward..
